FAQ

The License Controller Qualification is required in order to obtain a Manager's Certificate so you can be a qualified Duty Manager in a Licensed Premises. 

It is made up of two unit standards:

4646 Demonstrate knowledge of the Sale and Supply of Alcohol Act 2012 and its implications for the operation of licensed premises.

16705 Demonstrate knowledge of Host Responsibility requirements as a Duty Manager of licensed premises.

A premises that supplies alcohol to the public, must have a Duty Manager on duty at all times alcohol is available for sale.

As a Duty Manager, you must have a Manager's Certificate. You need the LCQ Certificate to apply for a Manager's Certificate. The application goes to the District Licensing Committee (DLC) at your local council. 

This also involves an interview with the Licensing Inspector who will test your knowledge on your responsibilities as a Duty Manager, as taught during the LCQ Course.

As a business owner intending to supply alcohol, you will also need to get an LCQ Certificate when applying for your license.

The LCQ Certificate is issued once you have completed the LCQ course and you have passed the exam.

We'll send out a registration email including course information and a tax invoice for payment. Payment by Credit Card or Internet Banking.

Classroom Courses are emailed access to online classroom resources immediately, so that you can look at the material before the course. You'll receive a physical workbook and manual on the day. Depending on the location you may either do your exam on the day or you have two weeks to complete the online exam after the course.

Zoom Courses you'll need to pay as soon as you can, so we can email you the course information with zoom link and courier out your manual and workbook, so it arrives in time for your course date. You'll have two weeks to complete your online exam after the course. Best to have a computer with microphone and camera, however if your computer doesn't have a microphone or a camera, the chat box can be used to answer and ask questions. 

Distance Learning Courses you'll need to pay as soon as you can, so you can get started. We'll email you instructions on how to get access to the online course. Once you have chosen a study plan and created a user login, you can use the video lessons, power point, and manual to complete the workbook and pass the online quizzes after each of the 14 modules.

The physical workbook and manual are sent by courier as soon as we have your payment. Once you've completed the course you automatically have access to the exam. We have study plans to complete the course in 1-6 days, 3-4 weeks or 8 weeks.

LCQ Online courses cost $250. Classroom LCQ Courses range from $260-$275 depending on location.

New Zealand Qualifications Authority (NZQA) has rated us as a Category One Provider, which means they are Highly Confident in our educational performance.

Our courses include a course manual to keep as a reference.

This is a level 4 course (more difficult). A good level of verbal and written English is needed to pass. When applying for a Managers Certificate, the local council will ask questions related to your knowledge of the Sale of Alcohol Act 2012 and Host Responsibility to make sure you understand your obligations. A Duty Manager must be suitable for the position and be able to communicate effectively with customers in their licensed premises.

If you have a low level of English, we recommend improving your English ability and possibly getting more experience in a licensed premises before attempting the course.

There are two parts to the exam. You must get 100% in each exam.

Some classroom courses have a choice of a paper based exam.

The online exam can be done on a smart phone, tablet or computer, however a computer is recommended. The exam access information is emailed to you at the end of the course. There is a time limit of 60 minutes for Part One and 90 minutes for Part Two. You must know the material to be able to answer the questions in time.

Part One is 32 short answer questions in a self marking exam. You get two attempts at each question. 

Part Two has 18 long questions to answer in your own words. This exam is marked by the tutor.

You have two attempts to pass Part Two. Please review any feedback from your first attempt and revise your workbook to ensure that you pass the exams within the two attempts.

Also ensure that you have good internet. Note that doing your exam closer to your wifi is best, the back of your house with the doors closed usually will have poor wifi. If you are not a computer person, have a 'helper' to assist with any computer issues.

We will issue you a LCQ Certificate as soon as you have passed the exam. Note we require payment for the course and a copy of your ID (Drivers Licence or Passport) before issuing the certificate.  If you haven’t received your certificate, please contact us on 0800 227 872 or email.

Our LCQ Certificate is NZQA accredited and qualifies as the evidence you need to provide when applying for your Managers Certificate. 

If you did your LCQ course after 2012, your certificate is still valid.

However, if you did your LCQ Course before 2012 and your LCQ Certificate mentions the Sale of Liquor Act 1989. Your LCQ is only valid if you have done the LCQ Bridging Certificate.

This was a free online test that allowed your LCQ to be updated to the new Sale and Supply of Alcohol Act 2012 (The test was available up until January 2017).

You need to apply for a Manager's Certificate with your local council.

However, first you must gain the needed LCQ (Licence Controller Qualification) by attending and passing one of our LCQ courses.

You need to have the LCQ Certificate from the course, be over 20 years old, have no relevant criminal convictions, have experience working in a licensed premise, be currently working in a licensed premises, and be a suitable person. You submit an application to the Local Council for the region where the premises is located.

You also need to attend an interview with the Licensing Inspector.

No, your application for a Manager's Certificate will not be approved unless you are working (paid or as a volunteer) at a licenced premise at the time of the application. However, you can still upskill and get a LCQ Certificate ready for employment in a related industry.

Many people have achieved the LCQ who aren't Duty Managers. The LCQ is a valuable qualification for anyone working, or looking for work, at a licensed premises as it provides a good understanding of the laws around the sale and supply of alcohol and host responsibility. Many employers are looking for new staff who already have the qualification as it provides them with a level of comfort that the job applicant already has had training on this critical area of their business.

Some convictions are considered relevant and will result in your application being declined. Each District Licensing Committee's (DLC) will each have their own policies and requirements in relation to a conviction, which they take into account when considering your application. 

To find out if a previous conviction will impact your application for a Manager's Certificate,  call your Council and speak to the Licensing Inspector or someone from the District Licensing Committee and discuss the issue with them.

Generally any alcohol or drug related convictions will be considered relevant (including driving under the influence). Other types of convictions may also be considered relevant.

If you used another training provider you will need to contact them for a replacement certificate.

If you achieved your LCQ before 1 April 2023, you will need to request a copy from ServiceIQ - 0800 863 693, who issued certificates for the industry before this date.

The online exam has been designed to test your knowledge of the course material. To be able to pass the exam you will need to have thoroughly studied and learnt the course content. You may refer to course materials where needed. You need to get every question within both assessments correct to pass the exam.

Once an exam part is started, you cannot pause or exit and come back to it – so please ensure you have the time to complete your attempt before commencing. If an attempt reaches the time limit, all of your answers will be saved and automatically submitted, and the attempt will then be closed.

You have 2 attempts at each part of the exam. Cheating will not be tolerated and where we have reason to believe the exam rules have not been followed, you will be required to resit the exam under supervision, via Team Viewer, with a charge of $100 to cover supervision costs. Blatant plagiarism or copying may result in a zero grade and non-completion of the course.

Once we have confirmed that you have passed the exam, we will take the following steps:

 1. Email you your Licence Controller Qualification Certificate. This can be attached to your Manager’s Certificate application as evidence of completing the required qualification. It is recommended that you keep this somewhere safe as you will need to attach it in subsequent renewals for your Manager’s Certificate.

2. Apply to NZQA for you to be awarded with the following unit standards:

  • 4646 Demonstrate knowledge of the Sale and Supply of Alcohol Act 2012 and its implications for the operation of licensed premises
  • 16705 Demonstrate knowledge of host responsibility requirements as a duty manager of licensed premises

These units will be added to your official record of learning with NZQA.

Course registrations will not be confirmed until payment has been received or invoicing arrangements have been approved by the Training Bureau. Invoices are due on a seven day payment basis, except where otherwise agreed to. Credit and debit card transactions will incur a 3% merchant fee.

We are unable to issue LCQ Certificates until payment has been received in full.

the Training Bureau is required to collect personal information for the purposes of providing our products and services. Some of this information may be provided to NZQA and other agencies (e.g ServiceIQ) for the purpose(s) of reporting the Unit Standards and/or certificates you have achieved. We will take all reasonable steps to prevent any data being inappropriately released or misused. The Customer, if an individual, has a right of access to information about the Customer held by the Training Bureau. The Customer may request correction of that information if it is believed to be incorrect. the Training Bureau may charge reasonable costs for providing access to that information.

You can transfer your distance learning enrolment to someone else if it is within your 3 month course period. You will not be entitled to transfer your enrolment outside of 3 months, unless you can show exceptional circumstances. Transfers will incur an administration fee of $50, plus any applicable replacement of course material costs.

Please let us know as soon as possible if you wish to withdraw from the course. Students can withdraw or cancel their enrolment at any time, by phoning 0800 227 872 or emailing info@trainingbureau.co.nz. 

  • If you notify us 3 days or more before the start of your course and before we have couriered materials, you are entitled to a full refund.
  • If you notify us less than 3 days before the course you are entitled to a refund less administration costs of $50.
  • If you do not notify us and do not show up to a course, you will not be entitled to any refund of your paid fees, unless you can show exceptional circumstances.

There is a charge of $50 to replace any lost or damaged course materials. Please note you have access to the online course materials that are available to print out if necessary.

If you believe you have not received a fair and accurate result during your assessment process, please first discuss this with your tutor and if your issue remains unresolved, please email using the Contact Us form on this website outlining the reason why you feel your result is not fair and/or accurate.

After your exam has expired, you will need to pay an administration fee of $50 to get it reactivated. Where it has been longer than a year since you have completed your course, the exam cannot be reactivated. You will need to re-enrol and attend another course. Full training fees apply
