Training Bureau Course Information & Terms

We are NZQA accredited and rated category 1, which means NZQA is highly confident in our training delivery.

We are accredited to provide the License Controller Qualification – LCQ (Micro-credential) by the New Zealand Qualifications Authority under section 446A of the Education and Training Act 2020.

After completing the LCQ training course, you will receive exam instructions. To pass the exam, you must:

  • Thoroughly study and understand the course content
  • Pass both parts of the exam. You have two attempts at each part and all questions must be answered correctly.
  • Complete the exam before the expiry date stated in your instructions

If cheating is suspected, you may be required to resit the exam under supervision via TeamViewer. A $100 supervision fee will apply.

The online exam tests your knowledge of the course material.

You may refer to your course materials during the exam. All answers must be written in your own words to demonstrate understanding.

  • Plagiarism, copying, or the use of AI-generated answers or other tools is not permitted and may result in a zero grade and non-completion of the course.

Time limits:

  1. Part One: 60 minutes
  2. Part Two: 90 minutes

Once an exam part has started, it cannot be paused or exited. Please ensure you have enough uninterrupted time before starting.

If the time limit is reached, your answers will be automatically saved and submitted.

Once your exam has been successfully passed, we will:

1. Email you your Licence Controller Qualification (LCQ) Certificate

2. Apply to NZQA for the award of the following unit standards:

  • 4646 – Demonstrate knowledge of the Sale and Supply of Alcohol Act 2012 and its implications for licensed premises
  • 16705 – Demonstrate knowledge of host responsibility requirements as a duty manager of licensed premises

Course registrations will not be confirmed until payment has been received or invoicing arrangements have been approved by the Training Bureau. Invoices are due on a seven day payment basis, except where otherwise agreed to. Credit and debit card transactions will incur a 3% merchant fee.

We are unable to issue LCQ Certificates until payment has been received in full.

If your exam expires, a $50 administration fee is required to reactivate it.

  • If more than one year has passed since your course date, the exam cannot be reactivated.
  • You will need to re-enrol and attend another course, and full training fees will apply.

A $50 fee applies to replace any lost or damaged course materials

Transfer of Zoom or Class Courses

You may transfer your enrolment to another course date or to another person, provided you notify us before the course begins.

  • At least 3 working days’ notice: Free of charge
  • Less than 3 working days’ notice: $50 administration fee, unless exceptional circumstances apply

Transfer of Distance Learning

You may transfer your enrolment to another person or course:

  • Within 3 months: No transfer fee. A $50 administration fee applies only if a new training manual is required, plus any additional fees for upgrading to a classroom course.
  • More than 3 months: Transfers will only be considered in exceptional circumstances and a $50 administration fee will apply.

Please advise us as soon as possible if you are unable to attend a course. Cancellations outside the allowed timeframes incur a $50 administration fee and may affect your entitlement to a refund.

You may withdraw or cancel your enrolment at any time by phoning 0800 227 872 or emailing info@trainingbureau.co.nz.

Classroom or Zoom Courses:

  • 3 days or more before the course: Full refund less $50 for any training materials already couriered
  • Less than 3 days before the course: Refund minus a $50 administration fee
  • No notification / no-show: No refund, unless exceptional circumstances can be demonstrated
  • No refund is available if you have already attended the course.

Distance Learning Courses:

  • Before the course is started and before any materials have been couriered: Full refund
  • Within 3 working days of training materials being couriered: Full refund less a $50 administration fee
  • More than 3 working days after training materials are couriered: No refund, unless exceptional circumstances can be demonstrated

A high standard of behaviour is expected at all times.

  • Students must arrive on time for classes.
  • Cell phones must be turned off during class.
  • Bad language, harassment, discrimination, or bullying will not be tolerated.

If unacceptable behaviour occurs, the student will receive a verbal warning. If the behaviour continues, the student will be asked

to leave the course. To continue with the course, the student must first receive approval from the trainer concerned.

If you believe you have not received a fair and accurate result during your assessment process, please first discuss this with your tutor and if your issue remains unresolved, please email appeal@trainingbureau.co.nz outlining the reason why you feel your result is not fair and/or accurate.

Where possible please make any complaints directly, so we can attempt to resolve them straight away. Where a complaint is unable to be resolved, please email appeal@trainingbureau.co.nz with your complaint and we will work through the process with you.

We make every effort to ensure that all information on this Website is accurate and up to date. However, we reserve the right to cancel or alter dates of any course due to unforeseen circumstances, without any liability. Every effort will be made to place affected customers on the next available course. Where an alternative placement cannot be made available, a full refund will be provided.
